I am in today's Toronto Star
I've been complaining to the City via their 311 number about a loose post-and-ring stand for over a month. Needless to say, nothing happened. So I sent an email to The Toronto Star's "The Fixer" feature. Which quoted extensively from my email and ran an article on this problem. From:

Kevin Love emailed us about a post in front of Global Pet Foods, on the northeast corner of Yonge St. and Glebe Rd., which has been loose for at least a month.
“Every two days or so I pull it out and leave it on the sidewalk so unsuspecting people will not use it and have their bike stolen,” said Love.
“But then I come back and it is back in place. Worse yet, with a bike frequently locked to it.
“I strongly suspect it is being put back by bike thieves as a trap to lure people to lock their bike to it.”
We were able to easily slide the post out of its hole, so we checked the rest between Glebe and Manor Rd., all of which are solid.
Then we tried the posts in the same block on the west side and sure enough, another is loose in front of the Boardsports store, on the northwest corner of Yonge and Glebe, right across from the other.

next time you pull it out, take it with you!
The City website showing planned trail connections notes that a new or improved connection will be made on the Martin Goodman Trail from just east of the Unwin Avenue Bridge to Leslie Street.
This looks very easy to do and the current route along Unwin is really ghastly as it is on the poorly paved shoulder of Unwin with several sunken catch-basins. When will this be done? How can we get it done sooner!
