I can only think of one off the top of my head - the Cycle Shoppe on Queen and west of Bathurst, near Community Bicycle Network. I don't really like buying much there since they over charge.
Hogtown is an extreme sports shop on the south side of King about half a block east of Spadina. They sell mostly skateboards and skate clothes, but they do have bike parts and I have seen low rider parts/bikes there. I couldn't tell you if they're prices are reasonable, I'm not really educated when it comes to that stuff.
I have never looked into these sorts of bikes too much, but I can tell you that I found much better prices for high spoke count wheels on eBay than anywhere in town.
you know, i think it's funny how everyone says they overcharge, but if you actually try, they'll almost always give you a deal. the manager, Chris, is super nice, kind of a dork, (who else do you want working on your bike but a bike-dork?) but always helped me when in needed it. everyone has to make money off of parts, but i know for a fact they will always cut you deals when you ask.

The guy on Queen west of Bathurst is too expensive, but online I find the prices are pretty uniform.
I bought two: one for my son and one for me. I've since sold the small one as my son quickly grew out of it, but the 16" is now my sons and looks great. This summer we're going to try to make it faster.
