hard to say what is advocacy and what is 'general,' because a lot of these bicycle discussions are politically charged. anyhoo, i was pointed toward this article and it's very worth looking at.

The same law exists in Ontario for pedestrians and cyclists. The question is how well/poorly it is applied.
