Ghost bike in Beach on Queen St

Does anyone know why there is a ghost bike chained to a post on Queen St E near Glen Manor Ravine? It's been there for a couple of weeks I think.

Commemorates Melissa Cook, aged 25 at the time of her death in August 1997. Collided with TTC vehicle.

I was wondering about the same ghost bike, it's close to home but I didn't know of the tragedy.
