According to the Toronto Star, the City may create some new temporary bike lanes in the event of a TTC strike:
For cyclists, the curb lane on Bay St. from Queen's Quay to Yorkville will become a bike-only lane for the duration of a strike. So will the curb lanes on Queen's Quay from Lower Spadina Ave. to Yonge St., and Dundas St. E. from River St. to Broadview Ave.

As you may know, Jarvis Street is being re-designed from Bloor to Queen (see http://www.toronto.ca/involved/projects/jarvis/). Incredibly, the city is not considering bike lanes on this very wide and fast road (currently 5 car lanes) because:
1) there already are lanes on Sherbourne
2) there isn't enough space for bike lanes, and
3) bike lanes aren't a part of their beautification objective.
Day Four after the snow storm and the bike lanes are still mostly unrideable. Whatever the snow isn't blocking is blocked by a car that is forced away from the curb by banks of snow. Tino has his entire snow in the bike lane on flickr set to document our frustration!
