Though I was surprised to learn it, Taxis are legally allowed to stop in a bike lane while directly involved in loading or unloading passengers. I believe the same is true of persons with a disability parking permit.
That said, it's a law that merits amendment, and the silver car stopped in front of the second taxi is definitely stopped illegally (unless they do happen to have a disability permit.)
